The Signing Ceremony for Strategic Cooperation Agreements on Building the Giant Panda National Park Held in Chengdu
 

On March 6, the Strategic Cooperation on Building the Giant Panda National Park Project was officially launched in Sichuan Province, with the Signing Ceremony was held at the Chengdu Research Base of Giant Panda Breeding. Qumu Shiha (Yi), a member of the Standing Committee of the Sichuan Provincial Party Committee and the leader of the Sichuan Leading Group for the Pilot Project of the Giant Panda National Park, attended and spoke at the Signing Ceremony. The attendees also included Yao Sidan, Vice Governor of the Sichuan Provincial People’s Government; Yan Weidong, Deputy Secretary General of the Sichuan Provincial People’s Government; and Zuo Zheng, a member of the Standing Committee of Chengdu Municipal Party Committee.
The strategic cooperation agreements concerning financial support, charitable aid, disaster relief, community education, tourism industry, eco-cultural construction, and other poverty alleviation measures will earnestly advance the resolutions made at the 19th National Congress of the Communist Party of China They will also deeply implement the spirit of a sequence of important speeches from Secretary General Xi Jinping, meanwhile, practically develop the targeted poverty alleviation programs for indigenous peoples in the Giant Panda National Park, not to mention facilitate the construction of the Giant Panda National Park. After many hours of deliberation and consultation covering all aspects, the Forestry Department of Sichuan Province signed separate agreements with the Sichuan Branch of Bank of China, and the Red Cross Society of China, Sichuan Branch. The Chengdu Research Base of Giant Panda Breeding signed cooperative agreements with 19 separate people’s governments at the county and municipal levels within the Giant Panda National Park. All these agreements adhere to the principles of “complementary advantages, poverty alleviation, focus on common interests, species-saving protection, government leadership, and multi-party participation”, focusing on the protection and construction of the Giant Panda National Park, and targeting indigenous peoples and the impoverished masses in the Giant Panda National Park. Within the five years from 2018 to 2023, the Sichuan Branch of Bank of China Limited will provide financial support of no less than RMB 10 billion for the cooperative project to build the Giant Panda National Park.
Qumu Shiha (Yi) pointed out that alleviating poverty for indigenous peoples in the Giant Panda National Park is an important measure to promote the Park’s construction, and a practical move to conduct targeted poverty alleviation and integrate different entities to overwhelm poverty in the area, and critically deploy their allies in a strategy that ensures a decisive victory and culminates in a moderately prosperous society in all aspects. The signing and implementation of these strategic cooperation agreements will help mobilize every community to actively participate in protecting the giant pandas and their ecological environment, all the while promoting a balance between man and nature. He hoped that all the parties that are cooperating will bear their mission in mind, and confidently assume their responsibilities. He wants to see them fulfill their ambitious vision, and that others may regard them in a positive light. Exploration into new models for ecological protection and integrated development of finance, poverty alleviation and philanthropy is paramount to the construction of the Giant Panda National Park and its role as a new paradigm for global ecological protection and social development.
The Giant Panda National Park involves 7 cities/districts and 19 counties, with a total area of around 2 million hectares and a total population that exceeds 170,000. It is a national key ecological functioning area that promotes biodiversity in Sichuan Province as well as an important part of the ecological protective screen at the upper reaches of the Yangtze River. The Chengdu Research Base of Giant Panda Breeding and 19 counties (cities/districts) will establish cooperation platforms to seek diversified ways for the local poverty stricken to overcome their circumstances and achieve prosperity. These focused poverty alleviation measures include such characteristic measures like industry cultivation, ecological education, and tourism and cultural development. With a large quantity of foreign and Chinese tourists, the Chengdu Research Base of Giant Panda Breeding will establish management point locations and exhibition areas for key products in the Giant Panda National Park.
