The construction of Chengdu Planet of Panda and Panda Base Renovation and Expansion Project officially began on September 25. Fan Ruiping, a member of the standing committee of CPC Sichuan Provincial Party Committee and Secretary of CPC Chengdu Municipal Party Committee, and Yao Sidan, Vice Governor of Sichuan Province, both attended the Opening Ceremony, at which Luo Qiang, Deputy Secretary of CPC Chengdu Municipal Party Committee and Mayor of Chengdu, appeared and delivered a speech.
At his speech, Luo Qiang stated that the giant panda is a national treasure and a world-renowned cultural business card in China. The giant panda conservation is highly valued by the Party Central Committee, the State Council, CPC Sichuan Provincial Party Committee, Sichuan Provincial People’s Government, CPC Chengdu Municipal Party Committee and Chengdu Municipal People’s Government. Chengdu firmly adhers to Xi Jinping’s thought on ecological conservation and deeply implements the strategic deployment of “one trunk with multiple branches” and “coordinated development of five districts” of the CPC Sichuan Provincial Party Committee. According to the deployment requirements of the CPC Sichuan Provincial Party Committee and Sichuan Provincial People’s Government concerning deep exploration of giant panda resources, the further marketing of giant pandas, promotion of giant panda culture and development of the giant panda industry, Chengdu continues to give priority to conservation, accelerates the construction of panda home and practically manages the giant panda conservation. Chengdu will continue to go deep into the systematic research on giant pandas, enhance the cultural tourism function of “Planet of Panda” project and further develop scientific research, science education and cultural ecology functions, to build a living community model for harmonious coexistence between human beings and animals and between nature and cities. Relevant units and project owners are encouraged to strengthen safety management and strictly control project quality in alignment with the world’s advanced standards, and ensure that project construction is carried out in an orderly, high-standard and high-quality manner in accordance with the laws and regulations.
At the Opening Ceremony, Liu Hongbao, Director of the Forestry and Grassland Bureau of Sichuan Province and Director of Sichuan Administration Authority for Giant Panda National Park, stated that Chengdu would play an important role in launching the giant panda national park system pilot project and a leading role in developing giant panda cultural tourism. He hoped that Chengdu would seize this opportunity and target at the front field of scientific research to strengthen key subject research, make high-level achievements in scientific research, and vigorously develop giant panda ecotourism and cultural creativity industries, so as to lead the world in giant panda conservation and fully show the unique charm of the giant panda’s hometown to the world.
At the ceremony, Ren Zhineng, Secretary of the Party Committee and Chairman of the Board of Directors of Chengdu Xingcheng Investment Group, reported the progress made in project planning and construction.
The attendees at the Opening Ceremony also included: Zhang Zhenghong, Director of the Department of Housing and Urban-Rural Development of Sichuan Province; Dai Yunkang, Director of the Department of Culture and Tourism of Sichuan Province; Gou Zhengli, Zuo Zheng, Liu Shoucheng, Liu Yuquan and Jing Jing, leaders from Chengdu; Zhou Xianyi, and Secretary General of Chengdu Municipal People’s Government.
Chengdu will give priority to giant panda conservation, focus on scientific research, public education, international exchange, tourism and recreation, cultural creativity, outdoor sports among others, and organically integrate the ecological and cultural value of giant panda with urban construction of this beautiful and livable city—Chengdu—, to build an ecological home for giant pandas.
The “City of Pandas” will cover an area of about 69 square kilometers as planned. Its overall planning and conceptual planning include three major areas: Planet of Pandas (Beihu Area), Home of Pandas (Dujiangyan Area) and the Window of Pandas (Longquan Mountain Area).
Under the jurisdiction of Beihu Area of the “City of Pandas”, the “Planet of Pandas” is situated in the northeast of Chengdu, across Chenghua District, Xindu District and Jinniu Distrcit, and north to the Ring Expressway (the 4th Ring Road), east to Chenghua–Jintang–Qingbaijiang Expressway, west to Chuanshan Road and south to the 3rd Ring Road. It covers a total area of about 35 square kilometers.
The “Planet of Pandas” project comprehensively integrates and develops giant panda IP resources, by relying on Tianfu culture and basing on good giant panda conservation.
The “Planet of Pandas” will form a regional spatial structure of “1+N+X” —
One core attraction ( the Renovation and Expansion Project for the Chengdu Research Base of Giant Panda Breeding)
N cultural tourism consumption sites to be established (such as Panda Town, Leisure Park and Garden of Dreams)
X regional supporting facilities, to create any world-class IP for the “Planet of Pandas”.
In the future, the “Planet of Pandas” will create new ecotourism products with Pan-panda culture themes such as “Panda + Art”, “Panda + Cultural Creativity”, “Panda + Greenway”, “Panda + Entertainment”, “Panda + Food” and “Panda + Research”, to effectively reduce the tourist flow pressure over the Chengdu Research Base of Giant Panda Breeding and form innovative panda-themed consumption scenarios.
Upon completion, the Planet of Pandas is expected to receive tourists for 15 million person-times by 2035 and become an international ecological tourist resort that integrates scientific research, conservation, science education and cultural creativity.
The Home of Panda (Dujiangyang Area) is situated in Dujiangyan and north to the ridge line of junction between Baima Community and Shuiquan Community, Yutang Town, east to the Mountain Ring Tour Line, south to Shimeng River, Zhongxing Town, and west to the ridge line with an altitude of 1,200 meters in Yutang Town and Zhongxing Town. It is expected to cover an area of 23 square kilometers.
The project controls development intensity, restores forests, enhances geographic landscape, adopts low-impact transportation means and develops into a core project to form a natural panda park and immersive ecological resort characterized by the release of pandas to the wild.
The proposed location for the Window of Panda (Longquan Mountain Area) is at the junction between Chengdu Tianfu International Airport New Town and Jianyang, within the planned area of Tianfu Botanical Garden, and south to the core area of Tianfu Olympic Sports City, west to the mountain sports area of Tianfu Olympic Sports City, north to Chengdu-Zigong-Luzhou High-Speed Railway (planned) and east to the 2nd Ring Expressway. It is expected to cover an area of 11 square kilometers.
As expected, Chengdu Research Base of Giant Panda Breeding is the core attraction under the “Planet of Pandas” project.
Upon renovation and expansion, the Chengdu Research Base of Giant Panda Breeding will cover an area up to 2.3 square kilometers. As a whole, it will be positioned as a world-class giant panda conservation demonstration base and an ideal place for human beings and animals to share a good time.
The planned Chengdu Research Base of Giant Panda Breeding will be able to accommodate 180 pandas and their co-existing animals (red pandas and golden monkeys) and develop into the most-friendly animal base in China to mainly serve natural animals and free tourists and researchers.
